*Summary Description:*
The Property Manager provides property management services for properties under supervision of the Director of Operations.
The Property Manager is responsible for the overall operations of their properties including financial performance and physical upkeep.
Responsible for managing direct reports, decisions on hiring and terminations, evaluating employee performance, issuing annual performance reviews, amongst other duties involving managing staff assigned.
*Specific Duties and Responsibilities:*
The Property Manager is responsible for following the _Policies and Procedures for Property Management.

*Rent Collection*
Generate Rent Rolls and Aging Reports.
Review and generate late fee charges as needed.
Prepare reports as required by all subsidy providers and Board of Directors.
Adhere to 95% collection standards.
Post all rent collected and send late notices as needed.
*Lease Enforcement *
Issue letters and legal notices for lease violations.
Execute Payment Plans with approval of Director of Operations.
Coordinate legal actions, evictions, and court mandated payment arrangements with agencies legal counsel.
*Occupancy*
Assure that each property meets or exceeds occupancy goals of 98%.
Screen applicants for occupancy or re-occupancy of units to insure eligibility according to the_ *Resident Selection Procedures*_ for each property
Secure approvals from funders as required, e.
g.
Housing Authority approval for Section 8 tenants and increase in subsidy.
Maintain resident files (income certification and lease enforcement) according to regulatory compliance and standard operating procedures.
*Maintenance*
Coordinate with Operations Manager to maintain each property at the highest level.
Coordinate with Operations Manager to solicit bids/proposals for work according to _*Bidding and Procurement Procedures.

Monitor utilities including coordinating regular utility meter reading and resident education on energy conservation.
CHP utilizes WEGO Wise to monitor energy consumption and property manager is to employ methods to reduce consumption.
Receive work requests from residents or via the work order line and generate work orders for maintenance personnel.
Monitor work orders for completion and follow-up with residents on satisfaction with work.
Close out work orders.
Adhere to move in/out inspections, document as required for security deposit calculations.
Make sure preventive maintenance schedule is adhered to for each property in portfolio.
Conduct property inspections.
*Resident Services *
Work with Resident Councils and/or Resident Service coordinator to develop overall communication strategies to keep residents informed of CHP operations.
Schedule regular meetings with Resident Councils and/or residents.
Provide high level of customer service to residents
Prepare notes/minutes of resident issues/complaints for monthly review.
*Budgeting*
Prepare annual budget for each property with Director of Finance.
Review budget performance monthly with the Director of Finance.
Track monthly expenditures to maintain budget compliance.
*Reporting/Compliance*
Prepare and submit Monthly/Weekly Status Reports to Director of Operations for each property.
Prepare and issue incident reports
Prepare accurate and timely completion of all regular reports.
Process certifications for all assigned properties
Must be able to process for all properties; new move-in documentation, monthly rent-roll submission and annual re-certifications and management of the wait list.
Prepare resident -specific compliance reports as required such as HOME, annual tenant profiles (CHFA), PIC (HUD) and DECD reports.
Maintain records in accordance with funder reporting requirements
*Physical Limitations*
Must be able to lift 25 pounds, must be able to climb stairs, must be able to ambulate to conduct site inspections internally and externally of each building in the portfolio.

Pay: $65,000.
